505 KAR 1:100. Admissions. The amendment substantially rewrites the regulation by deleting the policies and procedures incorporated by reference and establishes admission, classification, and notice requirements for juveniles in the custody of the department in juvenile detention centers, youth development centers, and group homes. A public hearing on this administrative regulation will be held on July 21, 2023, at 9:00am at the Justice and Public Safety Cabinet, 125 Holmes Street, Frankfort, Kentucky 40601. 505 KAR 1:410 Restrictive Housing and Protective Custody. An amendment to this administrative regulation was filed on September 25, 2025. This administrative regulation amendment establishes procedures for restrictive housing and protective custody in juvenile detention centers and youth development centers and requires leadership within the Department of Juvenile Justice (DJJ) and Justice and Public Safety Cabinet to review and approve whether continuing a restrictive housing placement for a youth is appropriate and requiring more frequent medical and mental health evaluations. The regulation may be accessed on the LRC website.
