About Woodsbend Youth Development Center​
Woodsbend Youth Development Center was founded in 1964. The original building burned down, and the current facility was rebuilt on the same land and re-opened in 1968.

Woodsbend YDC has a capacity of 40 beds and is a level three security facility. It offers a variety of courses including carpentry, electricity, copper​ and fiber optics.

Visitation Info

​​Regular visitation times are Sunday from 1:00pm – 4:00pm​.  Special visits may be arranged at times o​ther than the regular visitation schedule with prior approval from the counselor and the Superintendent. Only visitors who are pre-approved may attend visitation. Visitation may end early in the ev​ent you or your visitors do not follow the visitation rules.​



Paul Adams, Superintendent

Paul Adams has served as superintendent of Woodsbend Youth Development Center since Oct. 1, 2025. He brings 27 years of corrections experience to the role, where he oversees facility operations, manages staff and ensures a safe, structured environment for juveniles. 

Adams began his career at the Eastern Kentucky Correctional Complex before joining the U.S. Bureau of Prisons in 2000. Over more than two decades, he advanced through leadership roles at facilities in Kentucky and West Virginia, and later at the Mid-Atlantic Regional Office of the Federal Bureau of Prisons, where he provided executive-level leadership and ensured compliance with federal security requirements. 

While his career has spanned many levels of corrections, Superintendent Adams says his focus is on helping young people see their own potential and developing the necessary skills needed in today's society. He believes in equipping youth with the necessary tools and determination they will need to make positive choices and the leadership skills needed to build brighter futures.
